Stabilizing and then drawing down global temperature requires achieving net-negative CO₂ emissions globally. Carbon removal is needed to offset “hard-to-abate” sectors that remain sources of emissions at net zero and beyond. The authors argue that the use of scarce carbon removal resources should be guided by the principles enshrined in the Paris Agreement.
